DOST-JSPS: RONPAKU FY 2012 Application is now open

For JSPS RONPAKU (Dissertation, Ph.D.) Applicants FY 2012 (April 2012
to March 2013),

We are pleased to inform you that the application for the Japan Society for the Promotion of Science (JSPS) RONPAKU (Dissertation PhD) Program for JFY 2011 is NOW OPEN. In this regard, we would like to seek your assistance by informing researchers from your university/research institution about the program.

As a backgrounder of the JSPS scholarship program, the RONPAKU (Dissertation PhD) Program aims to provide tutorial and financial support to promising researchers in Asia and Africa, who wish to obtain their PhD degrees from Japanese universities through the submission of a dissertation without matriculating a doctoral course.

Eligible fields include humanities, social sciences and natural sciences. Grantees under the program (RONPAKU fellows) are required to conduct their dissertation research in Japan. RONPAKU fellows are allowed to visit Japan and are expected to complete their PhD degrees within a maximum period of THREE(3) years. The research will be conducted under the supervision of a Japanese advisor, who when deemed necessary, visits the Philippines to supervise the fellow’s research, together with their home advisors.

On the eligibility criteria, a prospective RONPAKU fellow must be a researcher:

  1. Who has not obtained a PhD degree from a university;
  2. Who wishes to obtain a PhD degree from a Japanese university through the submission of a dissertation;
  3. Has already achieved substantial research results in his/her field, and is likely through dissertation research under the Program that he/she will successfully obtain a PhD degree;
  4. Is employed full time in a university or research institution in the Philippines, or will likely be appointed to such position by 01 April 2012,
  5. Is 45 years old or younger as of 01 April 2012; and
  6. Is recommended by the Department of Science and Technology (DOST).

It is essential that an applicant first identifies his/her prospective Japanese advisor who is a full-time researcher engaged in teaching a doctoral course in a Japanese university, as of 01 April 2012. Since the fiscal year (FY) in Japan already started (FY 2011, April 2011 to March 2012), prospective applicants should contact a prospective Japanese advisor soon and inquire from them the deadline of their university for accepting applications under the RONPAKU Program for FY 2012 as the deadline set by the different universities in Japan in submitting RONPAKU applications to JSPS vary. This is often overlooked by applicants that some depend on the deadline set by JSPS for DOST not taking into consideration the deadline of their prospective Japanese university to JSPS, ending up with non-submission of their application documents by their prospective Japanese advisor to JSPS.

In searching for a prospective Japanese advisor, JSPS and DOST is not in the position to introduce prospective Japanese advisors to applicants. The applicant should use his/her faculty’s/organization’s international network, academic societies or other means to find a prospective Japanese advisor. Again, the applicant should work closely with his/her prospective Japanese advisor and know the deadline of his/her prospective university in submitting RONPAKU applications to JSPS in Japan.

Attached herewith are the: JSPS RONPAKU (Dissertation PhD) Program Application Guidelines for FY 2012, JSPS application Forms 2 and 3, and a copy of the Proper Use of Competitive and Other Funds (4 attachments).

Applicants should submit to DOST the following on or before 24 August 2011:

  1. Copy of the accomplished JSPS Form 2;
  2. Copy of the accomplished JSPS Form 3;
  3. Updated CV with photo highlighting publications; and
  4. Letter of intent to DOST.

The application documents submitted to DOST will be used for evaluation and recommendation of DOST to JSPS. The original accomplished Forms 2 and 3 must be submitted by the RONPAKU applicant to his/her prospective Japanese advisor who will in turn submit it to JSPS in Japan through their university. The deadline for submission of documents to DOST is on August 24, 2011. Again, please be guided that different universities in Japan have their own schedule/deadline in accepting applications under the JSPS RONPAKU Program (it might be earlier than DOST). The RONPAKU applicant should closely coordinate with his/her prospective Japanese advisor regarding the set deadline of his/her prospective university in accepting RONPAKU applications.
